A SUMMARY OF THE EVALUATION RESULTS OF THREE ASPECTS OF THE OREGON CORRECTIONS IMPACT PROGRAM: THE DIAGNOSTIC CENTER, THE FIELD SERVICES PROJECT, AND THE CLIENT RESOURCES AND SERVICES PROJECT.
Abstract
THE CORRECTIONS IMPACT PROGRAM CONSISTS OF SIX INTERRELATED PROJECTS, AND IS PART OF THE LEAA-FUNDED HIGH IMPACT ANTI-CRIME PROGRAM. THE SIX PROJECTS WERE INTENDED AS A MODEL SYSTEM TO IMPROVE CASE PROCESSING AND SERVICE EFFECTIVENESS. SPECIFIC FOCUSES OF THE PROJECTS WERE ON A CLIENT DIAGNOSTIC AND TRACKING SERVICE, CORRECTIONAL EMPLOYEE TRAINING AND INFORMATION, TRANSITIONAL SERVICES FOR OFFENDERS, INSTITUTIONAL SERVICES FOR OFFENDERS. FUNDING OF CLIENT RESOURCES AND SERVICES, AND FIELD SERVICES. DUE TO FUNDING LIMITATIONS, ONLY THREE OF THESE PROJECTS WERE EVALUATED IN DEPTH. PRIMARY EVALUATION MEASURES WERE THE ACHIEVEMENT OF PROCESS OBJECTIVES AND CLIENT RECIDIVISM RATES. THE EVALUATION POINTED OUT SEVERE PROBLEMS IN THE PLANNING, IMPLEMENTATION, MANAGEMENT, AND ASSESSMENT OF THE OREGON CORRECTIONS IMPACT PROGRAM. THE THREE PROGRAMS EXAMINED IN THIS SUMMARY REPORT ALL DEMONSTRATED A LACK OF IMPACT ON CLIENT BEHAVIOR AND SHORTCOMINGS IN ATTAINING PROCESS OBJECTIVES. NUMEROUS RECOMMENDATIONS FOR IMPROVEMENT OF THE CORRECTIONS IMPACT PROGRAM ARE PROVIDED....DMC
