RESULTS OF THE FIRST PHASE OF THIS STUDY ON THE CORRECTIONAL HANDLING OF JUVENILES, IN WHICH THE CHARACTERISTICS AND TREATMENT OF JUVENILES DETAINED IN THE UMATILLA COUNTY JAIL WERE ANALYZED.
Abstract
IT WAS FOUND THT DURING THE STUDY PERIOD, 476 YOUNGSTERS WERE DETAINED OUT OF A TOTAL OF 1,750 JUVENILES HANDLED. INFORMATION ON THE AGE, SEX, ETHNIC GROUP, HOURS IN DETENTION, ARRESTING AGENCY, PRIOR ARREST RECORDS, CHARGES, RESIDENCE, AND REMAND STATUS OF THESE 476 JUVENILES IS PROVIDED. IT IS RECOMMENDED THAT A GUIDE RANGE OF SHELTER FACILITIES BE DEVELOPED, THAT A UNIFORM DETENTION POLICY BE IMPLEMENTED, AND THAT AN INTAKE POLICY BE DEVELOPED WHICH WILL PROIVDE A CLASSIFICATION OF YOUNGSTERS FOR PLACEMENT. THE EXHIBITS INCLUDE RESPONSES TO QUESTIONS PRINTED IN THE JAIL SURVEY AND A SAMPLE SURVEY OF THE UMATILLA COUNTY JUVENILE STUDY.
