Abstract
THESE RECOMMENDATIONS ARE CONCERNED WITH JAIL AND DETENTION FACILITY REPAIR, IMPROVEMENT AND PLANNING; INMATE PROGRAMS AND JAIL ALTERNATIVES; AND RECORD KEEPING, DATA COLLECTION AND DATA ANALYSIS.
