AN INDEPTH ANALYSIS OF CRIMINAL OFFENSES AND ARRESTS REPORTED IN OREGON DURING 1977 IS PRESENTED IN THE FOURTH ANNUAL REPORT PREPARED FROM STATISTICS COMPILED BY THE STATE'S UNIFORM CRIME-REPORTING PROGRAM.
Abstract
THE REPORT OPENS WITH NARRATIVE HIGHLIGHTS, A STATISTICAL SUMMARY, AND AN OVERVIEW OF OREGON'S CRIME-REPORTING AND CRIMINAL JUSTICE SYSTEMS. NARRATIVE INTERPRETATIONS ACCOMPANY GRAPHS AND TABLES CONTAINING STATEWIDE DATA ON INDEX AND PART II OFFENSES. INCLUDED ARE DETAILS ON TIME AND LOCATION OF OFFENSE, TYPES OF PROPERTY STOLEN, AND ARRESTEE CHARACTERISTICS; COMPARISONS OF INDEX CRIME RATES IN OREGON AND NEIGHBORING STATES; AND COMPARISONS AMONG OREGON'S 14 ADMINISTRATIVE DISTRICTS, 26 COUNTIES, AND 3 MAJOR CITIES. ALSO INCLUDED ARE TABULAR DATA ON TYPES OF OFFENSES, CLEARANCES, AND ARRESTS FOR EACH REPORTING AGENCY IN THE STATE, AND ON TYPES OF ARREST BY AGE GROUPING FOR EACH COUNTY. NEW TO THE 1977 REPORT ARE DETAILED DATA ON SPECIFIC INDEX AND PART II OFFENSES, A COMPARISON OF ARREST CHARGES FOR JUVENILES AND ADULTS, AN ANALYSIS OF CALLS FOR POLICE SERVICE, AND DATA ON TYPES AND MODELS OF STOLEN MOTOR VEHICLES. DATA REVEAL THAT, FOR THE SECOND CONSECUTIVE YEAR, BOTH SERIOUS (INDEX) CRIME AND PROPERTY OFFENSES DECREASED IN OREGON. VIOLENT OFFENSES DECREASED FOR THE FIRST TIME SINCE AT LEAST 1968. THE DECREASE IN INDEX CRIME, WHICH WAS MAINLY THE RESULT OF DECREASES IN BURGLARY AND LARCENY, REPRESENTS A SIGNIFICANT CHANGE FROM YEARS PRIOR TO 1976.
