A NEW PROCEDURE FOR PROCESSING OFFENDERS SENTENCED TO A SERIES OF WEEKENDS IN JAIL IS DESCRIBED FOR ORANGE COUNTY, CALIF.
Abstract
PRIOR TO THE CREATION OF THE 'QUICK RELEASE' PROGRAM, OFFENDERS SENTENCED TO A NUMBER OF WEEKENDS IN A MINIMUM SECURITY FACILITY WERE REQUIRED TO BE AT THE ORANGE COUNTY MAIN JAIL THE FRIDAY EVENING BEFORE THE FIRST WEEKEND OF THEIR SENTENCE FOR THE COMPLETION OF THE NECESSARY PAPERWORK. UNDER THIS SYSTEM, SOME 60 TO 100 WEEKENDERS WOULD APPEAR AT THE JAIL ON FRIDAY EVENING TO BE BOOKED, ALONG WITH ABOUT THE SAME NUMBER OF STREET ARRESTS. PROCESSING UNDER THIS SYSTEM TOOK FROM 12 TO 36 HOURS, DURING WHICH THE WEEKENDER WOULD BE JAILED WITH ALL MANNER OF OFFENDERS BEFORE TRANSFER TO THE MINIMUM SECURITY FACILITY. UNDER THE 'QUICK RELEASE' PROGRAM, THE WEEKENDER IS SENT TO THE JAIL FOR PROCESSING AS SOON AS FEASIBLE AFTER SENTENCING RATHER THAN WAITING UNTIL THE FRIDAY EVENING BEFORE THE WEEKEND. THIS SPREADS OUT THE PROCESSING THROUGH THE WEEK TO ELIMINATE THE BOTTLENECK. NOW WEEKENDERS ARE JAILED FOR ONLY ABOUT 2 HOURS FOR PROCESSING AND THEN RELEASED FOR REPORTING TO THE MINIMUM SECURITY FACILITY FOR THEIR FIRST WEEKEND. SAMPLES OF FORMS USED IN THE NEW PROGRAM ARE PROVIDED. (RCB)
