This report overviews State and local submissions to Open Solicitation '97, and report findings characterize emerging trends in State and local criminal justice issues.
Abstract
Open Solicitation '97 was the response of the Bureau of Justice Assistance (BJA) to grantee suggestions for improving the grant application process. More than 40,000 State, local, and tribal governments were invited to submit papers for 40 grants ranging in value from $50,000 to $150,000. BJA awarded grants under topic areas broad enough to address diverse challenges faced by local criminal justice systems. Applicant topic areas included domestic violence, law enforcement language training, alternatives to incarceration, rural-urban gaps in technological needs, and rural and tribal school-based programming. Brief descriptions of grant awards are provided. An appendix notes sources for further information. 16 figures
