This 2001 Annual Report of the Onondaga County Probation Department (New York) presents information and statistics on the department's programs and activities.
Abstract
Since mid-1999, the Onondaga County Probation Department has been implementing the concept of community supervision. This has involved supervising probationers in the communities in which they reside; the development of partnerships with police, community, and neighborhood institutions and associations; the allocation of resources to give highest priority to probationers most at risk; and the establishment of performance-based initiatives. A pilot program features probation officers and police officers riding together in teams of two to supervise probationers in neighborhoods that have received the highest number of "shots fired" calls. There are specialized programs for drunk-driving offenders and offenders convicted of crimes related to the sexual, physical, psychological, and emotional abuse of children and spouses. Restrictive programs classified as "alternatives to incarceration" are electronic home confinement, intensive supervision, day reporting, and residential programs. Similar restrictive programs are operated for juveniles as alternatives to placement in a secure facility. Data are provided on presentence and social investigations, cases under supervision at the end of 2001, fees and restitution collected from probationers, officer work hours, probation violations, and new cases received.
