The history of Onondaga County's (New York) project to develop an integrated approach to policy development and service delivery for persons in need of supervision (PINS), youths at risk, and juvenile delinquents (JD's) is reported.
Abstract
The purposes of four project committees are explored: PINS/Truancy/Diversion Committee, which identified community-based alternatives to divert PINS truants petitioned to family court; (2) Alternatives to Detention Committee, which identified community-based residential alternatives for JD/PINS inappropriately placed in secure and nonsecure detention facilities; (3) Community-Based Alternatives Committee, which identified residential and nonresidential alternatives to JD/PINS inappropriately placed in treatment facilities outside Onondaga County; and (4) Mental Health Strategies Committee, which developed strategies to serve mentally ill and emotionally disturbed youths involved in the juvenile justice system. Reports and recommendations from each of the committees are supplied. Recommendations include a pilot program for one of the middle schools that provides a self-contained program for truant youth, an interagency task force on law guardian training, and a residential facility for long-term care of delinquent girls. The State Interagency Planning Report is attached, as are appendixes which provide forms for PINS, comparisons of appellate court rules for law guardian panels, and results of alcohol and drug use surveys. Thirteen references are included.
