This issue of ONDCP (Office of National Drug Control Policy) Update (May 2010) features the Obama administration's first statement of the National Drug Control Strategy, an accompanying commentary by the ONDCP director, and an outline of key ONDCP initiatives for 2010.
Abstract
The Obama administration's National Drug Control Strategy is based on input from Federal, State, and local partners. It emphasizes community-based prevention, integration of treatment in the health care system, criminal justice innovations, and international partnerships in disrupting drug trafficking organizations. In his commentary, the ONDCP director notes that the 2010 National Drug Control Strategy emphasizes prevention and treatment, based in the view that the drug problem is a threat to public health as well as public safety. The President's Fiscal Year 2011 National Drug Control Budget requests $15.5 billion, a 3.5-percent increase over the fiscal year 2010 budget. Overall, this would increase funding for prevention programs by 13.4 percent and treatment programs by 3.7 percent. It would also strengthen law enforcement programs and address substance use by persons under corrections supervision. Drug control initiatives emphasized for 2010 are community-based prevention, countering driving under the influence of drugs, and reducing the abusive nonmedical use of prescription drugs. The goals of the National Drug Control Strategy to be achieved by 2015 are to curtail drug consumption in America and improve the public health and public safety of the American people by reducing the consequences of drug abuse. Performance targets for these goals are listed. In order to show the urgency of this issue a graph displays the dramatic increase in drug-induced deaths from 1999 through 2006 compared with other injury deaths (firearms, homicide, motor vehicle accidents, and suicide).
