New York's Residential Treatment Facilities (RTF) program providing inpatient psychiatric facilities for children and youth was examined in terms of its history, procedures for applying for a RTF license, the length of time required to open an RTF, the problems the program has experienced, the characteristics of children admitted, and costs.
Abstract
The RTF's are designed to serve youths between the medically intensive children's psychiatric centers and the less structured group home or community residence setting. By November 1987, 13 programs with 379 beds were in operation. The goal of 600 beds will not be reached until 1990 or later, partly because of the State Office of Mental Health's policy of regionalization. More than 2 years are usually required to open an RTF. Significant difficulties also exist in placing children discharged from RTF's. Policy changes, improvements in the continuum of care, better communications between the Office of Mental Health and providers, and other changes are recommended.
