This manual for a 5-day workshop focuses on the role of an ombudsman in a juvenile correctional institution: establishing complaint procedures, investigating and resolving grievances, and writing reports.
Abstract
Nine lesson plans address the following subjects: the ombudsman/grievance advocate's function, including expectations and constraints; legal rights of juveniles; factors affecting program implementation; kinds of complaints handled by the ombudsman and processing methods; decisionmaking; investigating complaints; grievance report writing; game playing and manipulation; and listening skills. Each lesson plan provides an estimate of the time and classroom space required and lists performance objectives, evaluation procedures, instruction methods, and training aids. An overview of the lesson's content is supplemented by suggestions for the trainer and discussion questions. References, exercises, charts, and handouts.
