This report on Ohio's Project MAPS uses data on counties' characteristics, their juvenile courts, financial conditions, and intent to build and expand juvenile detention and rehabilitation facilities to develop a master plan for juvenile detention and rehabilitation facilities throughout the State and rehabilitation facilities throughout the State for the 1980's.
Abstract
Reasons for the legal and programmatic distinctions between juvenile detention homes and rehabilitation facilities are discussed. Prior State efforts in planning for new detention homes and rehabilitation facilities are reviewed, along with Ohio's current situation. An overview of the history of juvenile justice subsidies in Ohio precedes an analysis of juvenile population trends in Ohio's counties and historical intercounty relationships. Also included are juvenile court statistical data collected from each juvenile court in the State for 1983. The ability of counties to finance construction of juvenile detention homes and rehabilitation facilities is addressed, with each county's intent to build such facilities considered and priority counties for the development of these facilities identified. Recommendations are offered for each of the priority counties for each facility type. Appended glossary and references to key statutory provisions.
