Site visits to the probation departments of Oneida and Onondaga Counties in New York formed the basis of an analysis of the factors affecting choices of electronic monitoring equipment and of how a hybrid system manufactured by the VOREC Corporation was working in the field.
Abstract
The hybrid system combined continuously signalling and programmed calling technology. It was being field tested with Oneida County probationers and was purchased sight unseen by the Onondaga County Probation Department which had previously tested two other systems and pronounced them to be successful. The Onondaga County official explained that the combined system appeared to overcome the disadvantages of each of the other systems. Information gathered in the site visits indicated that hybrid systems should enhance the usefulness of monitoring if they are used wisely. Descriptions of each county's electronic monitoring programs and of the intensive supervision used in Onondaga County are given. 2 reference notes
