THIS DOCUMENT PRESENTS THE SUMMATIVE EVALUATION OF THE OFFENDER ASSISTANCE PROGRAM, AS WELL AS THE FINAL EVALUATION REPORTS OF THE THREE PILOT PROGRAMS FOR CONVICTED PAROLEES OPERATED BY COMMUNITY COLLEGES.
Abstract
THE MAIN PURPOSE OF THE OFFENDER ASSISTANCE PROGRAM WAS TO PROVIDE FIRST-TIME CONVICTED FELONS WITH AN OPPORTUNITY TO UTILIZE THE RESOURCES OF A LOCAL COMMUNITY COLLEGE IN MEETING THEIR EDUCATIONAL AND RELATED NEEDS. OPERATIONALLY, THE IMPLICIT EMPIRICAL QUESTION OR HYPOTHESIS FORMULATED FOR THE PROJECT WAS THAT CRIMINAL BEHAVIOR OF THESE OFFENDERS WOULD BE REDUCED IF THEY WERE PROVIDED EASY ACCESS TO EXISTING OPPORTUNITY SYSTEMS. THE FOLLOWING FACTS WERE TAKEN FROM AMONG THE OVERALL FINDINGS: PROGRAM TERMINATION BY PARTICIPANTS APPEARED COMPARABLE TO THAT OF THE WHOLE COLLEGE POPULATIONS, THE MAJORITY OF OFFENDERS ENROLLED IN GENERAL EDUCATIONAL DEVELOPMENT COURSES, AND RECIDIVISM IN THE TARGET POPULATION WAS 6.1 PERCENT. OPERATIONAL PROBLEMS IN CONDUCTING OFFENDER ASSISTANCE PROGRAMS ARE IDENTIFIED, AND POTENTIAL SOLUTIONS ARE OFFERED. (AUTHOR ABSTRACT MODIFIED)...KAP
