This analysis of statistics on offenses of drunkenness in England and Wales in 1991 reveals that 75,400 people were cautioned or convicted of these offenses, a decline of 13 percent from 1990.
Abstract
The Metropolitan Police District had the highest rate, 613 per 100,000 population, of offending for drunkenness. The number of persons under age 18 who were convicted or cautioned declined from 1,690 in 1990 to 880 in 1991. The number found guilty or cautioned for selling alcohol to persons under age 18 declined from 730 to 400. Among offenders ages 18-20, 75 percent of the offenses were for aggravated offenses. For offenders over age 30, 42 percent of the offenses were aggravated offenses. The peak ages of known offending for drunkenness were 19 years for females and 20 years for males. The percentage of offenders cautioned for offenses of drunkenness has increased rapidly from under 2 percent in 1981 to 61 percent in 1991. Map and tables
