THE AUTHORS PROVIDE A STEP-BY-STEP DESCRIPTION OF THE IMPLEMENTATION OF A MANAGEMENT BY OBJECTIVES SYSTEM IN THE HARRIS COUNTY (TX) PROBATION DEPARTMENT, FROM INITIAL STAFF TRAINING TO THE FINAL PROGRAM EVALUATION.
Abstract
THE AUTHORS STATE THAT MANAGEMENT BY OBJECTIVES IS ONE WAY TO PROVIDE EMPLOYEES AN OPPORTUNITY TO PARTICIPATE IN THE DECISIONMAKING PROCESSES OF THEIR ORGANIZATION. THEY DEFINE MANAGEMENT BY OBJECTIVES AS A METHOD WHEREBY SUPERIORS AND SUBORDINATES IDENTIFY MAJOR AREAS OF RESPONSIBILITY IN THEIR WORK, SET SOME STANDARDS FOR PERFORMANCE AND MEASURE RESULTS AGAINST THOSE STANDARDS. EFFORTS MADE IN SETTING GOALS, DEVELOPING OBJECTIVES, AND IMPLEMENTING THE OBJECTIVES ARE OUTLINED. THE AUTHORS CONCLUDE THAT MANAGEMENT BY OBJECTIVES IS THE MANAGEMENT TREND FOR THE FUTURE THROUGHOUT THE CRIMINAL JUSTICE SYSTEM. (AUTHOR ABSTRACT MODIFIED)
