PROBLEMS RELATING TO THE USE OF MINIMAL STANDARDS FOR TREATMENT OF PRISONERS IN THE AREA OF CORRECTIONS IN MOST LATIN AMERICAN COUNTRIES.
Abstract
THE STANDARD MINIMUM RULES HAVE BEEN APPROVED BY THE UNITED NATIONS WHICH HAS ALSO RECOMMENDED THEIR ADOPTION AND APPLICATION. SPECIFIC PROVISIONS IN THE RULES INCLUDE SEPARATION OF CONVICTED AND UNTRIED PRISONERS, SPECIFIC QUALIFICATIONS FOR CORRECTIONS PERSONNEL, AND GUIDELINES REGARDING VOCATIONAL TRAINING AND PRODUCTIVE WORK. TWO FACTORS WHICH HAVE HAMPERED IMPLEMENTATION OF THE RULES ARE LACK OF PUBLICITY AND LACK OF FINANCIAL SUPPORT.
