THE GOAL OF THIS STUDY WAS TO ESTIMATE HOW MANY REPORTED BURGLARIES MIGHT BE SOLVED THROUGH THE USE OF LATENT FINGERPRINTS IF AN EFFICIENT LATENT FINGERPRINT PROCESSING SYSTEM WERE IN OPERATION.
Abstract
SINCE NO SINGLE SOURCE OF INFORMATION COULD SUPPLY THE REQUIRED DATA, A NUMBER OF DIFFERENT SOURCES WERE SURVEYED FOR INFORMATION PERTINENT TO THE PRINCIPLE GOAL OF THE STUDY. ANALYSIS OF THE DATA INDICATED THAT GIVEN AN EFFECTIVE PROCESSING SYSTEM, ABOUT 3.2 PERCENT OF ALL REPORTED BURGLARIES WOULD RESULT IN IDENTIFICATIONS OF THE PERPETRATOR ON THE BASIS OF LATENT FINGERPRINT SEARCHES I.E., SEARCHES OF LATENT FINGERPRINTS THROUGH A BASE FILE OF FINGERPRINTS OF KNOWN VIOLATORS. THIS FIGURE IS COMPRISED OF IDENTIFICATIONS MADE ON THE FIRST SEARCH OF THE FILE, AND THOSE MADE ON RE-SEARCHES. RE-SEARCHES WOULD BE MADE PERIODICALLY FOR ALL UNIDENTIFIED LATENTS. THE AUTHORS ESTIMATE A 1.8 PERCENT IDENTIFICATION RATE FOR INITIAL PERPETRATOR IDENTIFICATIONS AND A 1.4 PERCENT IDENTIFICATION RATE FOR RE-SEARCH PERPETRATOR IDENTIFICATIONS. THIS COMBINED RATE OF 3.2 PERCENT CONTRASTS FAVORABLY WITH THE CURRENT 0.1 PERCENT IDENTIFICATION RATE. (AUTHOR ABSTRACT MODIFIED)
