A SERIES OF RECOMMENDATIONS PRESENTED AS A RESULT OF A REVIEW OF THE UNIFORMITY, COMPARABILITY, ADEQUACY AND ACCURACY OF THE STATISTICS COLLECTED ON JUVENILE OFFENSES AND JUVENILE COURTS IN NORTH DAKOTA.
Abstract
IT WAS FOUND THAT ONLY TWO AGENCIES IN NORTH DAKOTA WERE CURRENTLY GATHERING DATA IN THIS AREA. THE NORTH DAKOTA JUDICIAL COUNCIL PUBLISHES A SEMI-ANNUAL STATISTICAL REPORT LISTING THE NUMBER OF FORMAL HEARINGS HELD FOR JUVENILES, AND THE SOCIAL SERVICE BOARD OF NORTH DAKOTA PUBLISHES A YEARLY STATISTICAL REPORT OF DATA COLLECTED ON JUVENILE DELINQUENCY, DEPENDENCY AND NEGLECT, AND SPECIAL PROCEEDINGS. THE FOUR MEMBERS OF THE RESEARCH TEAM REVIEWED ALL DATA AND ARRIVED AT RECOMMENDATIONS BASED ON THEIR VIEW AS TO THE IMPORTANT AREA OF THE JUVENILE JUSTICE SYSTEM AS SEEN FROM THE PERSPECTIVE OF THEIR RESPECTIVE DISCIPLINES. FROM THE LAWYER'S VIEW, IT IS SUGGESTED THAT DATA BE COLLECTED ON JUVENILE REPRESENTATION BY COUNSEL, ON CONSTITUTIONAL SAFEGUARDS, JUVENILE DETENTION, DISPOSITION, AND POLICE DIVERSION ACTIONS. THE PSYCHOLOGIST RECOMMENDS THAT INFORMATION ON CONTACT AND COMMUNICATION AT THE TIME OF REFERRAL OR APPREHENSION, THE TREATMENT BETWEEN REFERRAL AND DISPOSITION, AND THE PSYCHOLOGICAL, MEDICAL AND SOCIAL ASSESSMENT BE GATHERED. RECOMMENDATIONS FROM THE POINT OF VIEW OF THE SOCIAL WORKER AND THE SOCIOLOGIST ARE ALSO PROVIDED.
