THIS COMMISSION WAS DESIGNATED TO DEVELOP A LONG-RANGE POLICY RECOMMENDATION SETTING FORTH A COORDINATED POLICY ON CORRECTIONAL PROGRAMS AND TO STUDY THE NEED FOR CORRECTIONAL FACILITIES IN THE STATE.
Abstract
IT ALSO HAD RESPONSIBILITY TO STUDY REHABILITATIVE PROGRAMS IN NORTH CAROLINA. THIS REPORT REPRESENTS THE CUMULATIVE FINDINGS AND CONCLUSIONS OF THE COMMISSION AFTER THREE AND A HALF YEARS OF EXTENSIVE STUDY AND HEARINGS. FINDINGS AND RECOMMENDATIONS ARE REPORTED ON CAUSES OF THE INCREASED CRIME RATE, GROWTH OF THE INMATE POPULATION, PUBLIC DRUNKENNESS, MOTOR VEHICLE LAWS, SENTENCING, PROBATION, REHABILITATION, COMMUNITY BASED PROGRAMS, INSTITUTIONAL CONDITIONS AND MANAGEMENT, AND INMATE IDLENESS. ALSO CONSIDERED ARE VOLUNTEER PROGRAMS, INMATE MENTAL HEALTH SERVICES, PRISON FACILITIES, JUVENILE OFFENDERS, AND ORGANIZATION OF THE DEPARTMENT OF CORRECTION.
