EVALUATION OF A PROJECT TO PROVIDE THE DEPARTMENT ADMINISTRATION A MEANS OF IDENTIFYING PROBLEMS, DEVELOP RATIONAL ALTERNATIVES FOR THEIR SOLUTIONS, AND TO DEVISE STRATEGIES FOR IMPLEMENTATION OF SOLUTION STRATEGIES.
Abstract
THE PROJECT WAS REVIEWED AFTER SIX AND ONE HALF MONTHS OF OPERATION IN THIS INITIAL VOLUME OF A SERIES OF FOUR MAJOR EVALUATION REPORTS. IT WAS ASSESSED IN TERMS OF ITS STATED GOALS WHICH INCLUDE IMPROVING THE DEPARTMENT'S DECISION-MAKING PROCESS AND MINIMIZING THE 'MANAGEMENT BY CRISIS' SYNDROME. DATA WERE DERIVED FROM CONTENT ANALYSIS OF UNIT PUBLICATIONS AND ALL CORRESPONDENCE PERTINENT TO UNIT OPERATIONS AS WELL AS INTERVIEWS WITH SELECTED COMMAND STAFF AND PLANNING AND ANALYSIS UNIT (PAU) PERSONNEL. THE EVALUATORS CONCLUDED THAT THE PROJECT DESIGN IS SOUND STRUCTURALLY BUT NOT PROCEDURALLY.
