NONSECURITY EDUCATION FOR SECURITY OFFICERS IS DISCUSSED AS A NECESSARY PART OF THEIR TRAINING WHICH SHOULD ENCOMPASS MORE THAN JUST THE POLICE FUNCTION.
Abstract
THIS NEW EDUCATION PROGRAM STRESSES THE MANAGEMENT APPROACH TO SECURITY. SECURITY WAS ONCE SYNONYMOUS WITH BASIC GUARD WORK, WHICH INVOLVED MERELY REACTING TO A SITUATION. MODERN SECURITY MUST BE PREVENTIVE IN NATURE, WITH AN EMPHASIS ON ANTICIPATING AND THEREBY AVOIDING PROBLEMS, NONSECURITY EDUCATION IS THE THEME OF 'THE PROTECTION OF ASSETS MANUAL,' ACCORDING TO WHICH A SECURITY SYSTEM MUST STRICTLY ADHERE TO THE LAW, RECOGNIZE THE IMPORTANCE OF MAINTAINING GOOD RELATIONS WITH EMPLOYEES AND WITH OTHERS, BE COST-EFFICIENT, AND BE EFFECTIVE IN ITS PRIMARY ROLE OF PROVIDING SECURITY. UNDER THIS SYSTEM, ALL FUNCTIONS RELATING TO THE PROTECTION OF ASSETS ARE PLACED IN ONE ORGANIZATION. THIS APPROACH REQUIRES THE SUPPORT OF THE ENTERPRISE'S CHIEF EXECUTIVE. THE HEAD OF SECURITY SHOULD BE A SENIOR EXECUTIVE WITH A BROAD MANAGEMENT BACKGROUND. THIS JOBHOLDER SHOULD DEVELOP A SECURITY ORGANIZATION BASED ON A SYSTEMS APPROACH; DETERMINE WHO THE CUSTOMERS ARE AND COMMUNICATE WITH THEM TO DEVELOP, IMPLEMENT, AND MAINTAIN THE SECURITY PROGRAM; STAFF THE SECURITY ORGANIZATION WITH PROFESSIONALS AND SUPERVISE THEIR WORK; AND DRAW UP BUDGETS, PLANS, AND GOALS. MANAGEMENT RULES ARE PROVIDED IN THE MANUAL FOR THE EXECUTIVES IN THE PROTECTION TECHNIQUES. THE PLANNING ASPECT OF THE PROGRAM SHOULD BE BASED ON MANAGEMENT BY OBJECTIVE. THE SECURITY EXECUTIVE SHOULD ALSO TAKE INTO ACCOUNT HIS OWN TRAINING AND THAT OF HIS SUBORDINATES, THE DELEGATION OF AUTHORITY, AND RELATIONSHIPS WITHIN AND BEYOND HIS ENTERPRISE. SECURITY ADMINISTRATION DEMANDS THE DELEGATION OF AUTHORITY. THE TRAINING AND EDUCATION REQUIRED OF THE MODERN SECURITY PROFESSIONAL ARE MORE COMPLEX AND EXTENSIVE THAN IN THE PAST. (BAC)
