This monograph discusses those variables which the security professional must survey prior to submitting a proposal for the security services required at public/special events.
Abstract
The character of the event will affect the type of crowd anticipated. Location and ambience of the event site will have a direct effect on the anticipated conduct of the crowd. Total anticipated attendance can be assessed on the basis of the promoter's prior experience, popularity of the main attraction, and advance sales. Weather will have a considerable effect on the crowd's mood. The time of day for which the event is scheduled will determine to some extent the composition of the crowd. Because security guards will need breaks, the total number of guards needed will be determined by the total scheduled time of the event. In addition, security guards' experience is an important factor; their training should include crowd control, first aid, defensive tactics, and restraint techniques. Previous incidents associated with the group booked or with the specific event should be checked, particularly with respect to past or present threats of violence. Availability of alcoholic beverages and the number of entrances/exits available also should be considered. On the basis of a survey of the aforementioned factors, the security professional can recommend policies for post orders, supervision, communication, and whether security personnel should be armed or unarmed and maintain a high or low profile.
