FINAL EVALUATION OF RESIDENTIAL TREATMENT PROGRAM FOR ADJUDICATED AND PRE-ADJUDICATED TARGET CRIME DELINQUENTS IN NEWARK (NJ), ASSESSING THE PROJECT IN TERMS OF ITS CAPABILITY OBJECTIVES RATHER THAN ITS PERFORMANCE.
Abstract
THE VINDICATE SOCIETY PROJECT WAS ESTABLISHED TO PROVIDE REHABILITATIVE, PLACEMENT, AND RESIDENTIAL SERVICES TO 50 REFERRALS AT ONE TIME. AT THE TIME OF FINAL EVALUATION. THE PROJECT WAS FOUND TO BE STILL IN ITS DEVELOPMENTAL STAGES, EXPERIENCING DIFFICULTIES IN ACQUIRING A PERMANENT FACILITY; RECRUITING PARTICIPANTS, AND ADMINISTRATION. RECOMMENDATIONS FOR EXTENDING THE PROJECT WERE ADVANCED TO ALLOW LOCATION AND PURCHASE OF A PERMANENT FACILITY, REALLOCATION OF STAFF ROLES ALONG MORE FUNCTIONAL LINES, AND ADDITIONAL STAFF TRAINING IN RECORD KEEPING FUNCTIONS.
