This report concerns the Victim Notification Program of the New York State Department of Correctional Services (DCS), signed into law in 1985 and amended in 1992.

Abstract

The DCS is required to notify the victim when the involved inmate is discharged, paroled, conditionally released, or released to post-release supervision. The DCS must also provide notification in the event the inmate escapes or absconds. Eligible crimes under the Victim Notification Program include violent felony offenses. DCS directives specify procedures by which the program is implemented. In May 1994, 4 percent of 33,799 violent felony offenders in custody had a victim notification request. By October 1997, 8 percent of 35,902 violent felony offenders in custody had a victim notification request. By December 1998, 10 percent of 36,974 violent felony offenders in custody had a victim notification request. While offenders with a victim notification request were typically male, 158 female offenders had a victim notification request. Data are provided on victim notification requests by region of commitment. 5 tables
