THIS REPORT RECOMMENDS THAT STATE POLICE STAFFING AND THE NUMBER OF LINE POSTS BE INCREASED TO COVER MORE ADEQUATELY THOSE AREAS OF THE STATE NOT COVERED BY LOCAL POLICE, IN LINE WITH DEPLOYMENT STANDARDS AS PRESENTED.
Abstract
RECOMMENDATIONS CALL FOR EIGHT HOURS OF PATROL COVERAGE PER DAY PER 3200 TOWN RESIDENTS, A STANDARD DAYTIME LINE POST LENGTH OF 20 MILES, A STANDARD NIGHTTIME LINEPOST LENGTH OF 30 MILES, AND, A TRAFFIC VOLUME OF 250,000 VEHICLE MILES PER DAY FOR DAYTIME PATROLS ON CONTROLLED ACCESS HIGHWAYS. IT IS ALSO RECOMMENDED THAT SHIFT STARTING HOURS BE MOVED AHEAD TO ACCOMMODATE MORE ADEQUATELY THE MORNING PEAK TRAFFIC PERIOD. TO ACHIEVE THESE GOALS, IT IS ESTIMATED THAT AN INCREASE OF 486 TROOPERS WILL BE NECESSARY. FURTHERMORE, IT IS SUGGESTED THAT THE STATE POLICE BE GIVEN PRIMARY JURISDICTION FOR PATROLLING INTERSTATE AND OTHER CONTROLLED ACCESS HIGHWAYS WITH THE EXCEPTION OF CERTAIN SOUTHERN NEW YORK HIGHWAYS PRESENTLY PATROLLED BY COUNTY POLICE AGENCIES.
