Abstract
AN ANALYSIS OF NEW YORK'S TAYLOR LAW WHICH COVERS ALL STATE EMPLOYEES INCLUDING MEMBER AND CIVILIAN PERSONNEL IN THE STATE POLICE. THE HISTORY OF ITS OPERATION IS OUTLINED FOR LAW ENFORCEMENT AGENCIES WHICH HAVE YET TO UNDERGO NEGOTIATIONS WITH EMPLOYEE ORGANIZATIONS WITHIN THEIR DEPARTMENTS.
