A STATISTICAL AND NARRATIVE SUMMARY OF FELONY ARRESTS, INDICTMENTS, DISPOSITIONS, DEFENDANT PROCESSING TIMES, AND DISTRIBUTION OF DRUG AND NONDRUG FELONY ARRESTS IN NEW YORK STATE FOR JANUARY-JUNE, 1977 IS GIVEN.
Abstract
DURING THE PERIOD, A TOTAL OF 69,090 FELONY ARRESTS WAS REPORTED TO THE DIVISION OF CRIMINAL JUSTICE SERVICES, 4.4 PERCENT ABOVE THE FIRST 6 MONTHS OF 1976. THE INCREASE WAS ATTRIBUTABLE TO A 7.9 PERCENT RISE IN FELONY ARRESTS IN NEW YORK CITY. THE SUBURBAN AREAS OF NEW YORK CITY (NASSAU, ROCKLAND, SUFFOLK, AND WESTCHESTER COUNTIES) REPORTED A DECLINE OF 1.4 PERCENT, WHILE THE UPSTATE REGION DROPPED 5.1 PERCENT. DRUG ARRESTS WERE UP 18.6 PERCENT FOR THE STATE AS A WHOLE, UP 39.6 PERCENT IN NEW YORK CITY, DOWN 24.7 PERCENT UPSTATE, AND UP 4.5 PERCENT IN THE SUBURBAN AREA. NONDRUG ARRESTS ACCOUNTED FOR 85.8 PERCENT OF ALL FELONIES; NEW YORK CITY ROSE 4 PERCENT, SUBURBAN NEW YORK DROPPED 2.4 PERCENT, AND UPSTATE DECLINED 1.4 PERCENT. THE PATTERN OF DRUG ARRESTS CHANGED SHARPLY COMPARED TO THE SAME PERIOD FOR 1976, BUT TOTAL FELONY ARRESTS CHANGED LITTLE. NEW YORK CITY ACCOUNTED FOR 72.2 PERCENT OF TOTAL FELONY ARRESTS JANUARY-JUNE 1977 COMPARED TO 69.8 PERCENT IN THE FIRST 6 MONTHS OF 1966. UPSTATE DROPPED FROM 19.9 PERCENT IN 1966. TO 18.1 PERCENT IN 1977. THE SUBURBAN AREA DROPPED FROM 10.3 PERCENT IN 1966 TO 9.7 PERCENT. DISTRICT ATTORNEYS REPORTED 15,255 DEFENDANT INDICTMENTS FOR THE FIRST HALF OF 1977. ROBBERY, BURGLARY, AND DRUG OFFENSES ACCOUNTED FOR 57 PERCENT OF ALL REPORTED INDICTMENTS. IN SUBURBAN AND UPSTATE AREAS, BURGLARY ACCOUNTED FOR MOST INDICTMENTS WITH ROBBERY SECOND, WHILE IN NEW YORK CITY ROBBERY ACCOUNTED FOR THE MOST INDICTMENTS WITH DRUG OFFENSES SECOND. IN NEW YORK CITY AND SUBURBAN COUNTIES, MOST OF THE DRUG INDICTMENTS WERE FOR SALE OF CONTROLLED SUBSTANCES, WHILE UPSTATE INDICTMENTS FOR SALE (51.6 PERCENT) WERE ONLY SLIGHTLY MORE THAN INDICTMENTS FOR POSSESSION (48.2 PERCENT). A TOTAL OF 17,582 FELONY INDICTMENTS WAS DISPOSED OF DURING THE PERIOD. EITHER JURY OR NONJURY TRIALS ACCOUNTED FOR ONLY 10.2 PERCENT; 67.8 PERCENT WERE DISPOSED OF BY CONVICTION. A TOTAL OF 13,971 CONVICTIONS WERE REPORTED STATEWIDE. GUILTY PLEAS ACCOUNTED FOR 91.3 PERCENT OF ALL CONVICTIONS STATEWIDE, 89.1 PERCENT IN NEW YORK CITY, 94.2 PERCENT IN THE SUBURBAN COUNTIES, AND 93.2 PERCENT UPSTATE.
