This document describes service approaches, trends and the agenda of the New York State Division of Youth.
Abstract
The general youth population, youth in troubling situations, and youth placed by the courts are the three overlapping target groups served by the State. The Division for Youth's major service program initiatives are a youth development/delinquency prevention program, a special delinquency prevention program, a runaway and homeless youth program, detention services, youth residential care, and community care. Among topics discussed are the evolution of the planning process and ways it is employed to respond to agency issues, improvement plans for services for court-placed youth, runaway and homeless youth, unemployment, adolescent pregnancy, drug abuse, child abuse and neglect, recreation opportunities, status offenders, delinquents, and plans for improving community youth service systems. Appendixes show the agency's organization, its youth programs, and its financial structure, a flowchart, and directory to State offices. 17 tables and 2 figures.
