Abstract
THE REVISION OF THE 1973 REPORT BY THE COMMUNICATIONS DIVISION OF THE PUBLIC SERVICE COMMISSION (NEW YORK) WAS SUBMITTED TO THE COMMISSION FOR APPROVAL. IT INCORPORATES THE COMMENTS AND SUGGESTIONS IN THE ORIGINAL PROPOSAL MADE BY MEMBERS OF THE U.S. CONGRESS, THE FEDERAL COMMUNICATIONS COMMISSION, NEW YORK STATE TELEPHONE COMPANIES, VARIOUS STATE AND LOCAL GOVERNMENT AGENCIES, AND FIREFIGHTING ORGANIZATIONS. REVISIONS IN OBJECTIVES CONCERN THE LEVEL OF PERFORMANCE REQUIRED DURING 'OVERFLOWS' OF EMERGENCY CALLS AND ACCEPTABLE METHODS OF INTERCEPTING REQUESTS FOR EMERGENCY AID PLACED WITH THE 'VACANT' SEVEN-DIGIT EMERGENCY NUMBER.
