A METHOD IS SUGGESTED FOR PROPERTY ACCOUNTING TO ASSIST NEW YORK STATE SCHOOL DISTRICTS IN MEETING A STATE REQUIREMENT THAT EACH DISTRICT INSTALL A PROPERTY ACCOUNTING SYSTEM.
Abstract
IT INVOLVES AN INITIAL COMPLETE PHYSICAL INVENTORY AND THE ESTABLISHMENT OF A CONTINUING RECORD SYSTEM WHICH WILL BE POSTED AS CHANGES OCCUR. AN ANNUAL 'SPOT CHECK' IS RECOMMENDED TO ENSURE THE ACCURACY OF RECORDS. AN ALTERNATIVE SYSTEM SUGGESTED AS MORE PRACTICAL FOR SMALLER DISTRICTS IS THE ESTABLISHMENT OF RECORDS BY ROOM, WITH CHANGES POSTED MONTHLY AND A COMPLETE INVENTORY CHECK ANNUALLY. PROCEDURES FOR DESCRIBING ITEMS AND FOR ORGANIZING A CLASSIFICATION SYSTEM ARE DISCUSSED, FOLLOWED BY A CONSIDERATION OF THE MECHANICS FOR TAKING THE INITIAL INVENTORY. THE ORGANIZATION AND VALUATION OF THE INITIAL INVENTORY. THE ORGANIZATION AND VALUATION OF THE INITIAL INVENTORY DATA ARE ALSO CONSIDERED. THE DISCUSSION OF THE PREPARATION AND MAINTENANCE OF INVENTORY RECORDS INCLUDES A DESCRIPTION OF THE REPORTING OF ADDITIONS, DELETIONS, AND TRANSFERS BETWEEN BUILDINGS. PROCEDURES FOR THE ANNUAL ADJUSTMENT OF VALUES ARE DELINEATED. THE HANDLING OF SITES AND BUILDINGS UNDER THE SYSTEM DESCRIBED IS GIVEN SPECIAL ATTENTION.
