THIS REPORT RECOMMENDS CHANGES IN COURT PROCEDURES WHICH WILL FACILITATE A MORE EFFICIENT AND EFFECTIVE OPERATION OF THE SYSTEM WITHOUT INCREASED FUNDING.
Abstract
THE NEED FOR SIMULTANEOUS, PLANNED CHANGE THROUGHOUT THE WHOLE COURT SYSTEM IS NOTED. RESEARCH AND STUDY RELATING TO THE MOST EFFICIENT MEANS FOR ACCOMPLISHING THE WORK OF COURTS THROUGH ALLOCATION OF EXISTING RESOURCES IS URGED. THE SECOND SECTION OF THE REPORT DEALS WITH THE NEED FOR MODERNIZATION OF CASE PROCESSING WITHIN THE COURT SYSTEM. UNDER THE GUIDANCE OF PROFESSIONAL MANAGEMENT PERSONNEL, IT IS RECOMMENDED THE COURTS UNDERTAKE TO STREAMLINE OPERATIONAL PROCEDURES AND CAPABILITIES FOR CHANGE. SCREENING OUT CASES TOO MINOR FOR THE COURTS, WHILE EXPEDITING CASE PROCESSING ARE CONSIDERED PRIORITIES. DECRIMINALIZATION OF ALCOHOLISM, GAMBLING, PROSTITUTION AND MINOR POSSESSIONS OF MARIJUANA IS SUGGESTED....RCB
