THIS IS A REPORT ON 216 SEXUAL OFFENDERS REFERRED TO PINEL EXTERNAL TREATMENT HOSPITAL IN MONTREAL, CANADA, BY THE SOCIAL WELFARE COURT AND OTHER COURTS IN QUEBEC.
Abstract
THE EVOLUTION OF THINKING IN REGARD TO SEXUAL OFFENDERS HAS RESULTED IN INCREASED REFERRALS TO SPECIAL TREATMENT CENTERS OUTSIDE THE CRIMINAL JUSTICE SYSTEM. THE REPORT DEALS WITH A STUDY BY THE STAFF OF THE EXTERNAL PINEL HOSPITAL ON CASES OF SEXUAL OFFENDERS REFERRED THERE BETWEEN 1970-1973. THE FIRST PART CONTAINS DATA ON THE FREQUENCY AND INCIDENCE OF SEXUALLY DEVIANT BEHAVIOR AND ON OFFENDER CHARACTERISTICS. THE FOLLOWING CHAPTERS CONTAIN THE RESULTS OF TWO SURVEYS OF COURT JUDGES AND RANDOMLY-SELECTED HOSPITAL OUT-PATIENTS. THE REPORT STRESSES THE ESTABLISHMENT OF A CLOSE LINK BETWEEN CRIMINAL JUSTICE AGENCIES AND SPECIALIZED INSTITUTIONS FOR THE TREATMENT AND REHABILITATION OF SEXUAL OFFENDERS. THE STUDY SHOWS THAT CHILD MOLESTING IS THE MOST FREQUENTLY COMMITTED OFFENSE, LINKED WITH THE SPREADING OF JUVENILE PROSTITUTION.
