THE FINANCING PLANS SUGGESTED INCLUDE ISSUING A ONE-TIME 30-YEAR BOND TO SUPPORT LOCAL POLICE AND REQUIRING CRIMINALS TO WORK OFF POLICE COSTS INVOLVED IN THEIR INVESTIGATION AND APPREHENSION.
Abstract
ALSO PROPOSED WAS A DRAFT OF 21-YEAR OLDS FOR MANDATORY TWO-YEAR SERVICE WITH THE LOCAL POLICE AT MINIMUM PAY; LEVYING A LOW BASIC TAX ON ALL TAXPAYERS TO SUPPORT THE POLICE FUNCTION WHILE REQUIRING THAT EXTRA COSTS CONNECTED WITH SPECIALIZED INVESTIGATION BE PAID FOR BY THE PERSON, BUSINESS, OR INDUSTRY THAT PROVIDED THE OPPORTUNITY FOR THE CRIME TO BE COMMITTED; AND CONFISCATING THE EARNINGS OF ORGANIZED CRIME TO SUPPORT THE POLICE FUNCTION. OTHER SUGGESTIONS INVOLVED TURNING THE POLICE FUNCTION OVER TO PRIVATE ENTERPRISE STARTING WITH PROPERTY CRIMES TO FREE POLICE TO HANDLE OTHER PROBLEM AREAS, AND LOWERING THE COST OF LAW ENFORCEMENT BY BREAKING THE GOVERNMENT MONOPOLY.
