CRIMINAL JUSTICE GOALS FOR THE STATE OF NEW JERSEY ARE REVIEWED, RESOURCES AVAILABLE TO MEET THESE GOALS ARE SURVEYED, A BUDGET FOR PROGRAMS TO BE FUNDED IN 1979 IS GIVEN, AND A GUIDE FOR PROGRAM APPLICANTS IS INCLUDED.
Abstract
THE FIRST SECTION REVIEWS THE OVERALL CRIMINAL JUSTICE PLAN DEVELOPED IN 1978, IDENTIFIES PROGRESS TO DATE, IDENTIFIES GAPS IN USE OF EXISTING RESOURCES AND SURVEYS AVAILABLE RESOURCES. THE SECOND SECTION LISTS PROGRAMS TO BE FUNDED IN 1979. IT INCLUDES A DESCRIPTION OF EACH PROGRAM AND STATES THE AMOUNT OF FUNDING TO BE AVAILABLE FROM LEAA, FROM STATE SOURCES, AND FROM LOCAL SOURCES. THE APPLICANTS' GUIDE CONTAINS A DESCRIPTION OF THE ORGANIZATION OF THE NEW JERSEY STATE LAW ENFORCEMENT PLANNING AGENCY, GRANT ELIGIBILITY CRITERIA, APPLICATION PREPARATION INSTRUCTIONS, AND AN EXPLANATION OF PROGRAM FORMS. THE GENERAL DISCUSSION COVERS LEGISLATION, COURT AND PAROLE PLANNING AND EVALUATION, THE DEVELOPMENT OF A CRIMINAL JUSTICE INFORMATION SYSTEM, MANPOWER DEVELOPMENT (WITH EMPHASIS ON TRAINING FOR POLICE AND COURT-RELATED PERSONNEL), AND INCREASED EFFECTIVENESS OF CRIME DETECTION, DETERRENCE, AND APPREHENSION. THE LATTER DISCUSSION INVOLVES TARGETED CRIME PREVENTION ACTIVITIES, IMPROVED POLICE COMMUNICATIONS SYSTEMS, AND SPECIAL INVESTIGATING AGENCIES FOR GAMBLING, THEFT, FRAUD, WHITE-COLLAR CRIME, AND ORGANIZED CRIME. IMPROVED POLICE LABORATORY SERVICES AND CHANGED FUGITIVE SEARCH PROCEDURES ARE RECOMMENDED. THE FOLLOWING CRIMINAL JUSTICE AREAS ARE ALSO DISCUSSED: INCREASED USE OF DIVERSION PROGRAMS; IMPROVED MANAGEMENT OF MUNICIPAL COURTS; IMPROVED HANDLING OF DOMESTIC DISPUTE CASES; INCREASED ATTENTION TO THE NEEDS OF VICTIMS, WITNESSES, AND JURORS; CASELOAD MANAGEMENT, CHILD ABUSE PROCEDURES; INSTITUTIONAL CORRECTIONAL PROGRAMS; AND COMMUNITY-BASED CORRECTIONS.
