THE LEGISLATIVE COMMISSION CHARGED WITH EXPOSING CORRUPTION AND ABUSES OF AUTHORITY IN NEW JERSEY'S PUBLIC AGENCIES AND PROGRAMS REPORTS ON ITS INVESTIGATIVE WORK DURING 1976.
Abstract
AN OVERVIEW OF THE ORIGINS OF THE COMMISSION OF INVESTIGATION AND THE SCOPE OF ITS WORK, FOLLOWED BY CAPSULE SUMMARIES OF THE 23 MAJOR INVESTIGATIONS UNDERTAKEN BY THE COMMISSION SINCE ITS ESTABLISHMENT IN JUNE 1969 (INCLUDING SEVERAL INVESTIGATIONS OF ORGANIZED CRIME). DETAILED REPORTS ARE PRESENTED OF THE COMMISSION'S 1976 INVESTIGATIONS OF NURSING HOMES AND PHYSICIAN GROUPS PARTICIPATING IN NEW JERSEY'S MEDICAID PROGRAM, AND OF THE STATE CORRECTIONAL SYSTEM'S PREPAROLE RELEASE PROGRAMS (FURLOUGHS, WORK RELEASE, STUDY RELEASE, ETC.). THE MEDICAID STUDY, ONE OF THE COMMISSION'S MOST INTENSIVE AND COMPLEX, GAINED NATIONAL ATTENTION AND RESULTED IN SUBSTANTIVE LEGISLATIVE IMPROVEMENTS IN THE MEDICAID PROGRAM. STATUTORY AND REGULATORY REMEDIES AS WELL AS SEVERAL PROSECUTIONS WERE GENERATED BY THE COMMISSION'S EXPOSURE OF MISCONDUCT IN PRISON PREPAROLE RELEASE PROGRAMS AND OF TAX-MONEY WASTES IN A COUNTY LAND ACQUISITION SCANDAL. RECOMMENDATIONS, CORRECTIVE STEPS, PUBLIC REACTIONS, AND OTHER RESULTS OF THE COMMISSION'S INVESTIGATIONS ARE REPORTED.
