THIS PAPER TRACES THE ROOTS OF MODERN POLICE MANAGEMENT; EXAMINES CURRENT TRENDS AND THEIR RELATION TO PAST, AS WELL AS PRESENT, SOCIAL CONDITIONS; AND ATTEMPTS TO FORECAST THE FORCES SHAPING FUTURE POLICE DEPARTMENTS.
Abstract
THE DEVELOPMENT OF AMERICAN POLICE SERVICES IS EXAMINED FROM THE EARLY PUBLIC/PRIVATE SYSTEM OF NIGHT WATCHMEN AND CONSTABLES TO THE REFORM MOVEMENT OF THE 1960'S. CURRENT TRENDS TOWARD COMMUNITY RELATIONS, POLICE UNIONIZATION, UPGRADING OF POLICE ENTRANCE REQUIREMENTS, AND CONTINUING EMPHASIS ON CRIME CONTROL ARE NOTED. IT IS CONCLUDED THAT IN THE FUTURE POLICING WILL BE CHARACTERIZED BY INCREASING COMMUNITY INVOLVEMENT, PROFESSIONALISM, AND PARTICIPATORY MANAGEMENT STRUCTURES. (AUTHOR ABSTRACT MODIFIED)...DMC
