THIS STATISTICAL AND NARRATIVE SUMMARY COVERS THE WORK OF THE N. H. PROBATION DEPARTMENT FOR FISCAL YEARS 1977 AND 1978.
Abstract
PROBATION COSTS ABOUT $200 PER PERSON PER YEAR, COMPARED TO $12,000 PER YEAR FOR EACH PERSON INCARCERATED IN THE YOUTH DEVELOPMENT CENTER OR THE STATE PRISON. DURING 1977 THE SUPERVISION CASELOAD WAS 2,414 AND IN 1978 IT WAS 2,406. NEW CASES ASSIGNED HAVE DROPPED IN THE LAST 5 YEARS, FROM 1,852 IN 1974 TO 1,771 IN 1977 AND 1,729 IN 1978. HOWEVER, PAROLE VIOLATIONS INCREASED FROM 300 IN 1974 TO 410 IN 1977 AND 420 IN 1978. INVESTIGATIONS ASSIGNED BY THE COURT HAVE INCREASED FROM 3,594 IN 1974 TO 4,178 IN 1978. PRESENTLY THE DEPARTMENT HAS 29 PROBATION OFFICERS CONDUCTING INVESTIGATIONS PLUS SUPERVISIONS. EACH OFFICER AVERAGES ABOUT 80 PERSONS UNDER SUPERVISION AND 11 INVESTIGATIONS PER MONTH. THE REPORT GIVES STATISTICS BY CITY AND COUNTY, TYPE OF OFFENDER, AND COURT. BUDGET DATA IS ALSO GIVEN. AT PRESENT THE DEPARTMENT IS IN THE MIDST OF IMPLEMENTING RECOMMENDATIONS MADE BY AUDITORS SUCH AS A PROCEDURES MANUAL, IMPROVED RECORDKEEPING, AND A COMPUTERIZED INFORMATION SYSTEM. THE DEPARTMENT ALSO HAS AN ACTIVE DOMESTIC RELATIONS BRANCH TO COLLECT PAYMENTS IN DIVORCE AND AID FOR DEPENDENT CHILDREN CASES AND A VOLUNTEER PROGRAM TO AID IN THE SUPERVISION OF FIRST-TIME NONVIOLENT OFFENDERS.
