Abstract
AFTER REVIEWING SOME SCHOOL CRIME STATISTICS AND THE COST OF SCHOOL VANDALISM (MORE IS SPENT ON VANDALISM THAN ON TEXTBOOKS), THE SPEAKER STATES THAT THE FEDERAL GOVERNMENT CAN PROVIDE RESOURCES, GUIDANCE, AND RESEARCH, BUT NOT SOLUTIONS. THE SOLUTIONS MUST COME FROM THE PEOPLE INVOLVED - THE PARENTS, TEACHERS, SCHOOL ADMINISTRATORS, AND THE STUDENTS.
