DESCRIPTION OF ADULT WORK-TRAINING EMPLOYMENT PROGRAM FOR LOW INCOME AND UNEMPLOYED INDIANS, AND DISCUSSION OF THE PROGRAM OPERATION.
Abstract
SECTION ONE CONTAINS BACKGROUND INFORMATION ON THE NEW CAREERS PROGRAM WHICH PROVIDES EMPLOYMENT FOR LOW INCOME PEOPLE. INFORMATION IS GIVEN ON THE PROGRAM AS IT IS ADMINISTERED BY THE UNITED SIOUX TRIBES. DISCUSSION IS THEN FOCUSED ON FUNDING AND ADMINISTRATION CONCERNS, SUCH AS RECRUITING AND SELECTION OF TRAINEES AND JOINT FUNDING. COMMENTS ARE MADE ON THE EDUCATIONAL PROGRAM OPERATED UNDER NEW CAREERS IN WHICH INSTITUTIONS OF HIGHER LEARNING PROVIDED THEIR EDUCATIONAL PROGRAM ON RESERVATIONS. TWO CHAPTERS COVER ADMINISTRATION, PERSONNEL, AND OFFICE PROCEDURE. COMMENTS ARE MADE ON CONCERNS OF TRAINEE JOB PLACEMENTS SUCH AS WAGES AND NON-INDIAN TRAINEE PLACEMENT. CONCLUSIONS AND PROGRAM RECOMMENDATIONS ARE ALSO DISCUSSED. SOME OF THE PROBLEM AREAS ON RESERVATIONS ARE ALCOHOLISM, JUVENILE DELINQUENCY, ADULT EDUCATION, AND UNEMPLOYMENT.
