EXAMINES A PROPOSAL TO IMPLEMENT COMMUNITY CONTROL OF SUCH PUBLIC SERVICES AS POLICE IN BERKELEY, CALIFORNIA.
Abstract
IT WAS PROPOSED THAT THE CITY CHARTER BE AMENDED TO ESTABLISH POLICE DEPARTMENTS SERVING THE 'BLACK AREA OF WEST BERKELEY, THE SOUTH-CENTRAL OR 'CAMPUS AREA,' AND THE 'WHITE AREA' OR NORTH BERKELEY HILLS. THE PROPOSAL WAS BASED ON THE THEORY THAT POLICE PLANNING AND POLICY SHOULD BE CONCENTRATED IN SMALLER NEIGHBORHOOD UNITS, PARTICULARLY WHERE THESE ARE ASSOCIATED WITH EXISTING RACIAL OR CULTURAL PATTERNS. THE ECONOMICS OF THE PROPOSAL HAS BEEN CRITICIZED BECAUSE FUNDS WOULD BE APPORTIONED ON THE BASIS OF POPULATION, WITH A THIRD OF THE FUNDS GOING TO BLACKS AND OVER HALF GOING TO WHITES.
