Abstract
IT IS STATED THAT THE STATE-LEVEL CORRECTIONAL BUREAUCRACIES FAIL TO PROVIDE ADEQUATE DIVERSIONARY PROGRAMS, FAIL TO PROVIDE EQUAL SERVICES BY ATTACHING FUNDING AND TREATMENT TO LABELING JUVENILES IN ORDER OF NEED, AND REMOVAL OF RESOURCES FROM RECEIVERS AT LOCAL LEVEL.
