THE LACK OF BLACK POLICEMEN, SOME REASONS FOR THIS LACK, POLICE PROGRAMS FOR RECRUITING BLACK OFFICERS, AND INCREASING BLACK RECRUITMENT IN BUSINESS ARE DISCUSSED.
Abstract
REASONS GIVEN BY YOUNG BLACKS FOR NOT CHOOSING A POLICE CAREER ARE EXAMINED, AND INCLUDE UNFAVORABLE FEELINGS ABOUT POLICE AND UNCERTAINTY ABOUT THEIR ABILITY TO MEET ENTRANCE REQUIREMENTS. DISCRIMINATION AGAINST BLACK OFFICERS IS ALSO CITED AS A DETERRENT TO BECOMING A POLICEMAN. SEVERAL CASE HISTORIES INVOLVING DISCRIMINATION AGAINST BLACK OFFICERS ARE PRESENTED. IN CONTRAST TO THIS, SEVERAL POLICE PROGRAMS FOR RECRUITING BLACK OFFICERS ARE DESCRIBED, SUCH AS THE PROGRAM IN PORTLAND, OREGON WHICH ALLOWS BLACK RECRUITS TO WORK FOR A TEMPORARY PERIOD BEFORE HAVING TO TAKE THE ENTRANCE EXAMINATION. INCREASING EMPLOYMENT AND RECRUITING OF BLACKS BY MANY SECTORS OF BUSINESS AND GOVERNMENT IS DESCRIBED. THE AUTHOR STATES THAT IN SPITE OF THIS COMPETITION FOR TALENTED BLACKS, PROGRESS IS BEING MADE IN INCREASING EMPLOYMENT OF BLACK POLICEMEN.
