BUDGETARY REQUIREMENTS, NUMBERS AND QUALIFICATIONS OF REQUIRED PERSONNEL, NECESSARY EQUIPMENT AND ASSOCIATED SOFTWARE, OPERATING METHODOLOGIES, AND PROGRAM OF IMPLEMENTATION. TO DETERMINE THE DIMENSIONS OF THESE CHARACTERISTICS, AN ANALYSIS OF THE SOURCES AND USES OF APPROPRIATE INFORMATION ON DRIVERS, VEHICLES, HIGHWAYS, AND ACCIDENTS WAS MADE. THE USER POPULATION, BOTH IMMEDIATE AND POTENTIAL, HAS BEEN IDENTIFIED BY TYPE AND NUMBER. THE COMBINATION OF USERS AND USES RESULTED IN ESTIMATES OF FILE ACTIVITY FOR THE NTSDC. RECOMMENDATIONS CONCERNING DEGREES OF CENTRALIZATION AND DECENTRALIZATION OF THE CENTER'S ACTIVITY WERE MADE. VOLUME 2 OF THIS PROJECT CONTAINS THE APPENDICES OF THIS REPORT.
