SUMMARIES OF THE PLENARY SESSIONS AND WORKSHOPS HELD AS PART OF THE NATIONAL SYMPOSIUM ON PRETRIAL SERVICES, 1978, ARE PRESENTED, ALONG WITH THE FULL TEXT OF THE LUNCHEON ADDRESS GIVEN BY PROFESSOR CALEB FOOTE.
Abstract
THE SYMPOSIUM PROVIDED A FORUM TO CONSIDER THE STATE OF THE ART OF PRETRIAL ALTERNATIVES AND AN OPPORTUNITY TO DEVELOP AN UNDERSTANDING OF CURRENT ISSUES IN THE FIELD OF PRETRIAL SERVICES. ATTENDEES INCLUDED PRETRIAL PRACTITIONERS, JUDGES, AND PROSECUTORS. THE FOLLOWING TOPICS WERE CONSIDERED: (1) THE ECONOMIC, POLITICAL, AND SOCIAL SYSTEMS IN WHICH PRETRIAL SERVICES OPERATE, MAKE THEIR GOALS UNDERSTOOD, AND COMPETE FOR ACCEPTANCE AND FUNDING; (2) THE LEGISLATION AFFECTING PRETRIAL SERVICES; (3) HOW PUBLIC SAFETY CAN BE RECONCILED WITH THE RIGHTS OF THE ACCUSED AND HOW PROGRAMS CAN CONFRONT THE DIFFICULTIES OF PREDICTING DANGEROUSNESS; (4) THE CONCEPT OF MEDIATION OR ARBITRATION AND ITS RELATIONSHIP TO PRETRIAL SERVICES; AND (5) THE IMPACT OF PRETRIAL SERVICES. THE FOLLOWING ARE PROVIDED: A SUMMARY OF COMMENTARIES; A LIST OF ATTENDEES AND THEIR ADDRESSES, ORGANIZED ALPHABETICALLY AND CROSS-REFERENCED BY STATE; A DESCRIPTION OF THE SYMPOSIUM PLANNING PROCESS; AN ATTENDEE PROFILE; AND A SUMMARY OF SYMPOSIUM EVALUATIONS.
