ISSUES RELATED TO CRIMINAL JUSTICE MANPOWER ARE EXPLORED THROUGH DESCRIPTIONS OF JOB TASK ANALYSIS AND RELATED PROJECTS AT THE STATE AND LOCAL LEVELS.
Abstract
IN THE MAJORITY OF THE PRESENTATIONS, EACH STATE DESCRIBES WORK COMPLETED OR IN PROGRESS RELATING TO THE APPLICATION OF JOB OR TASK ANALYSIS METHODS TO ASPECTS OF PERSONNEL ADMINISTRATION. EXCEPTIONS TO THIS PATTERN ARE THE PRESENTATION OF PROJECT STAR, THE JOB TASK ANALYSIS APPLICATIONS IN THE NATIONAL MANPOWER SURVEY, AND PRESENTATION BY THE UNIVERSITY OF SOUTH FLORIDA. THESE THREE PROJECTS HAD A BROADER SCOPE IN TERMS OF GEOGRAPHY AND TECHNOLOGICAL FOCUS. REMAINING PROJECTS HAD SEVERAL SIMILARITIES IN THAT THEY TYPICALLY FOCUSED ON THE PEACE OFFICER (I.E., POLICE OFFICER) AND INCLUDED FEW TASKS GATHERED FROM OTHER LAW ENFORCEMENT PERSONNEL. THEY FOCUSED ON THE ENTRY PROCESS OR MOVEMENT INTO THE SYSTEM, AS OPPOSED TO MOBILITY OR MOVEMENT THROUGH THE SYSTEM. THEY CONCENTRATED ON COLLECTING INFORMATION IN THE FORM OF TASKS AND MADE USE OF AGENCY PERSONNEL AS SOURCES OF DATA AND AS JUDGES FOR TASK ATTRIBUTES. THEY EMPHASIZED JOB DESCRIPTIONS, REFLECTED EXISTING ACTIVITIES, CONCENTRATED ON STATE LEVEL ISSUES, UTILIZED DATA PROCESSING CAPABILITIES, AND COLLECTED TASK DATA FROM SCRATCH. PROJECTS VARIED GREATLY WITH REGARD TO METHODS AND DATA COLLECTION TECHNIQUES, EMPHASIS ON THE USE OF OUTSIDE CONSULTANTS, AND AMOUNT OF DATA COLLECTED. THEY DISPLAYED A WIDE RANGE OF SOPHISTICATION IN TERMS OF CONCEPTUALIZATION AND SAMPLING, DATA ACQUISITION, AND DATA ANALYSIS TECHNIQUES. MANY OF THESE PROJECTS WERE UNDERTAKEN IN RESPONSE TO TITLE VII ANTIDISCRIMINATION LEGISLATION. SPECIFICALLY, THE FOCUS WAS OFTEN THE VALIDITY OF EXISTING ENTRANCE EXAMINATIONS FOR POLICE OFFICERS. MANY PRESENTATIONS INCLUDE REFERENCES, APPENDIXES, FOOTNOTES, AND EXHIBITS. NO CENTRAL INDEX TO THE PROCEEDINGS IS PROVIDED. (LWM)
