This document discusses the role of the National Guard and its integration into Army and Air Force operations.
Abstract
The national security environment has seen great change since the end of the Cold War. However, the organizations that comprise the nation’s security have remained relatively constant. Within this context, the President, Congress, and the American public are examining the roles and missions of the military. The Reserve Forces of the military have evolved from a force in reserve to a partner with the active services. Since 1989 there have been seven Presidential Reserve Call-Ups. The regional Commanders-in-Chief now depend on the Reserve Component to meet their mission requirements, assisting in humanitarian response, contingency operations, multi-national exercises, and regional planning. While recognizing the importance of the National Guard’s warfighting mission, there is an enhanced role for the Guard in homeland security. Recommendations for future use of National Guard units are: to participate in and initiate, where necessary, State, local, and regional planning for responding to a Weapons of Mass Destruction (WMD) incident; train and help organize first responders; and maintain inventories of military resources and equipment available in the area on short notice. Also, the National Guard should plan for rapid inter-state support and reinforcement, and develop an overseas capability for international disaster relief and humanitarian assistance. The National Guard mission of homeland security continues and will continue to evolve. Homeland security will be a primary mission of the National Guard; however, the Guard’s ultimate missions and responsibilities in this arena are yet to be determined. 35 endnotes
