Abstract
THE CRIME AND DRUGS SYMPOSIUM WAS THE FIRST MAJOR PROJECT OF THE NATIONAL INSTITUTE ON DRUG ABUSE'S CRIMINAL JUSTICE ADVISORY BOARD. ITS PURPOSE WAS TO PROVIDE A FORUM FOR EXCHANGE BETWEEN STATE DRUG ABUSE PROGRAM COORDINATORS AND DIRECTORS OF STATE PLANNING AGENCIES FOR CRIMINAL JUSTICE; TO ANALYZE, ASSESS, AND MODIFY MODEL TREATMENT AND REHABILITATION PROGRAMS FOR DRUG ABUSERS INVOLVED IN CRIME; AND TO EXPLORE AVENUES FOR CREATING FEDERAL, STATE, AND LOCAL INTERAGENCY STRUCTURES FOR COOPERATION AND FOR THE DEVELOPMENT OF A FEDERAL STATE ACTION PLAN ENCOMPASSING BOTH CRIMINAL JUSTICE AND HEALTH CARE DELIVERY STSTEMS. AN OVERVIEW OF THE PROCEEDINGS--PARTICIPANTS, SPEAKERS, PANEL SESSIONS, TOPICS, ETC.--IS FOLLOWED BY SUMMARIES OF MAJOR ADDRESSES AND HIGHLIGHTS FROM PANEL AND REGIONAL GROUP DISCUSSIONS. ISSUES AND RECOMMENDATIONS THAT EMERGED DURING THE SYMPOSIUM ARE DISCUSSED, INCLUDING THOSE PERTAINING TO ADMINISTRATION, PLANNING AND COORDINATION, IMPLEMENTATION, AND UNRESOLVED PROBLEMS. THE PARTICIPANTS' CONCERN OVER THE PERCEIVED LACK OF FEDERAL LEADERSHIP AND INITIATIVE IN THE AREA OF CRIME AND DRUGS IS NOTED, AS ARE SUBSTANTIAL PHILOSOPHICAL DIFFERENCES BETWEEN THE HEALTH CARE DELIVERY AND CRIMINAL JUSTICE SYSTEMS THAT PRESENT MAJOR OBSTACLES TO THE CREATION OF EFFECTIVE LINKAGES. PROPOSED GUIDELINES FOR COMMENCING JOINT PLANNING ACTIVITIES INVOLVING STATE HEALTH AND CRIMINAL JUSTICE PLANNING AGENCIES ARE OUTLINED. A LIST OF PROGRAM PARTICIPANTS AND OTHER SUPPORTING MATERIALS ARE APPENDED. (LKM)
