Abstract
Hamilton County, Tennessee, found that contracting out prison management generated annual savings of at least 4 to 8 percent, perhaps as much as 5 to 15 percent, compared to the estimated cost of direct county management. The article discusses how to evaluate “hidden costs” when comparing private and public prisons. Early studies indicate that the victim/witness movement has not yet had significant impact on the juvenile justice system. The document contains abstracts of publications on corrections; courts; drugs and crime; juvenile justice; law enforcement; offenses; reference and statistics; staff resource development; and technology and systems.
