This report provides a national and regional picture of the threat posed by gangs to enable Federal, State, and local policymakers and law enforcement agency administrators to understand the dimensions of the national gang problem and assist them in formulating policy and allocating resources.
Abstract
This report, funded by the Bureau of Justice Assistance (BJA), is the result of a collaborative effort among the members of the National Alliance of Gang Investigators Associations (NAGIA). Data for the report were received from 455 law enforcement agencies across the country, representing gang investigators at the Federal, State, and local levels. The report begins with a description of the methodology used for the research. This is followed by sections on the following: Gangs and Drugs, Gangs and Organized Crime, Gangs and Technology, Gangs and Terrorist Organizations, Prison Gangs, Hispanic Gangs, Female Gangs, Gangs and Indian Country, Outlaw Motorcycle Gangs, and Community Response to Gangs. The next four sections of the report describe the gang situation in the Northeast Region, Southern Region, Midwestern Region, and Western Region of the country. Each of these sections look at the region’s general trends, gang presence and migration, national gangs, drug trends, and criminal activity. The final section of the report discusses the future of the gang problem in the country. Appendixes include the National Gang Threat Assessment Survey, Regional Divisions of the United States, and a listing of contact information for the NAGIA. Notes
